Sandy soil across eastern North Carolina hides that kind of leak well, since the water sinks straight down instead of surfacing, and a service line can run for months before anyone notices anything but the bill. Inside, the plumber works with pressure gauges and acoustic listening, and follows the likely runs rather than opening walls at random. Common finds are a hose bib that split over the winter and only leaks when the valve is open, a supply line to a toilet weeping behind the tank, and a pinhole in copper inside a wall. Once the leak is exposed the repair itself is usually quick. Finding it honestly is the part that isn't quick.

Water follows the path of least resistance downward through porous soil and never forms a puddle, which is why a service line leak down east often turns up first as a high bill rather than a wet yard. Clay soil in the Piedmont tends to surface a leak sooner because it drains slowly.
That is a question for your water department. Some utilities in North Carolina have a leak adjustment process once a repair is documented, and some do not, so ask before the repair and keep whatever paperwork the plumber provides. The utility side of the meter is generally theirs, and the house side is generally yours.
Where the water is going and how it gets found. A service line leak is underground between the meter and the house and needs locating equipment from the surface.
